Chairman

Shri Vinod Kumar Yadav, IRSEE (1980 batch) has taken over the charge of the post of Chairman, Railway Board on 01/01/2019. Prior to this, he worked as General Manager, South Central Railway. He holds a Bachelors Degree in Engineering (Electrical) from Allahabad University, Uttar Pradesh and Masters Degree in Business Administration-MBA (Technology Management) from La Trobe University, Australia.
Shri Vinod Kumar Yadav began his working career on Indian Railways as Assistant Electrical Engineer in February, 1982. On Indian Railways, he served as Chief Electrical Engineer, Planning/Traction Distribution, Northern Railway; Divisional Railway Manager, Lucknow Division, North Eastern Railway; Additional Divisional Railway Manager (Operation), Delhi Division, Northern Railway; Deputy Chief Electrical Engineer (Construction); Deputy Chief Electrical Engineer, Loco Workshop, Lucknow and as Senior Electrical Engineer (Construction).
Amongst the assignments he held on deputation are - Executive Director, Railway Electrification Projects, RVNL, New Delhi; Group General manager (Electrical), DFCCIL; Programme Manager Technology Diffusion and Support Programme and as Project Director, International Centre for Advancement of Manufacturing Technology at United Nations Industrial Development Organization (UNIDO); he was also Director, Department of Industrial Policy & Promotion, Ministry of Industry, Government of India and as Deputy Chief Electrical Engineer (Electrical), Indian Railway Construction Company Limited (IRCON).
He also held an important foreign assignment as Deputy Manager (Electrical), IRCON at Turkey, where he was instrumental in planning, execution and commissioning of Railway Electrification Project for Turkish Railway.
Shri Vinod Kumar Yadav is recipient of the first ever "Best Transformation Initiative Award"of the Ministry of Railways, received from the hands of the Hon’ble Minister of Railways in April, 2018.


Managing Director

Shri Anurag Sachan, has assumed the charge of Managing Director of Dedicated Freight Corridor Corporation of India Limited on 04.08.2018. A Civil engineer by profession, he is an officer of Indian Railway Services of Engineers (IRSE) of 1981 batch. Prior to this assignment, Shri Sachan was serving as Chief Administrative Officer Udhampur-Srinagar Baramulla Rail Link Project in Northern Railway.
He has worked in various capacities in Indian Railways at the Railway Board, Division and Zonal levels which includes Executive Director Land & Amenities, Railway Board, Chief Engineer/Construction, Western Railway, Mumbai, Divisional Railway Manager, Northern Railway, Delhi, Chief Engineer/Construction, Metropolitan Transport Project, Central Railway, Mumbai and Chief Project Manager, Western Railway, Ahmedabad.
He has many notable achievements to his credit, which include execution of critical projects in the dense Mumbai Suburban section. He has also been closely associated with major capacity building infrastructure projects in the states of Gujarat, Maharashtra as also in the remote parts of Odisha. He has headed the largest Division on Indian Railways as Divisional Railway Manager Northern Railway, Delhi that entailed managing huge manpower of over 40,000 personnel with an annual earning of over Rs. 7,000 Crores.


Director Finance

Shri Naresh Salecha, Shri Naresh Salecha has assumed the charge of Director Finance, Dedicated Freight Corridor Corporation India Limited (DFCCIL) from 1st March, 2017. Shri Salecha is presently working as Adviser (AR) & Mission Director in Ministry of Railways and looking after one of the 4 focused areas for Indian Railway announced by Hon’ble Finance Minister in Budget 2017-18 i.e. Accounting Reforms. He will be holding the post of Director Finance, DFCCIL in addition to his regular charge as Adviser and Mission Director in Ministry of Railways. Prior to present assignment in Railway Board, he was Divisional Railway Manager (DRM), Ajmer. He has also worked as Joint Secretary & FA in Ministry of Urban Development, MINISTRY of Housing and Ministry of Development of North Eastern Region. He has also served Railway Board as an Executive Director Finance (Commerce). As Sr. Director General of Shipping in Directorate General of Shipping, Ministry of Shipping, he has worked towards International Treaties & WTO Negotiations (Geneva) as delegate from India besides many other functions. He has rich corporate experience and has served as government Director in various Public Sector Undertakings including National Buildings Construction Corporation Limited (NBCC), Housing and Urban Development Corporation (HUDCO), HPL, Delhi Metro Rail Corporation Ltd. (DMRC), Kolkata Metro Railway Corporation (KMRCL), IRCTC and RailTel etc. He was also Chief Vigilance Officer, Indian Railway Finance Corporation Limited for about 7 years. By qualification Shri Salecha is B.Com (Hons.), MBA and LLB


Director/PP

Shri Anshuman Sharma, belongs to 1984 Batch of IRSE. He has a Bachelors' Degree in Civil Engg. and Master Degree in STRUCTURES from University of Roorkee (Now IIT, Roorkee). He is a Bridge design and execution specialist with 16 years experience in planning and execution of Railway Construction projects. He was in-charge for maintenance of Civil Engg. assets and co-ordination of various divisional activities of Secunderabad and Guntakal divisions of Indian Railways for 7 years. He has published various technical papers on Bridge Construction techniques. He has attended various national and international seminars including International Convention on Optimizing the Wheel/Rail System at Salzburg, Austria and China Rail World Summit at Beijing. He was associated in design and execution of 3rd Godawari Bridge consisting of 28 spans of 100m Bow String Arch Bridge. He was actively associated with construction of J&K Rail link project which involved construction of 11.0 Km long tunnel across Pir Panjal range. He had worked as supervisory Board member for various DMRC projects executed by IRCON. He received Railway Ministers Award in 1995 for completing the execution of 100 Km long construction project which included two Important bridges of each more than 700m length in a record time of 8 months.


Director Infra

Shri D. S. Rana , took over as Director (Infrastructure), DFCCIL on 27.10.2014. Shri Rana is a Civil Engineer with Post Graduate qualification in Project Management and belongs to 1986 batch of Indian Railway Service of Engineers and has held many positions in the Construction, Procurement & Vigilance wings of Central Railway. Prior to this assignment, he was working as Chief Project Manager in DFCCIL at Jaipur.
Shri Rana is with DFCCIL right from the inception stage and was one of the first officers to quit the coveted Railway service and join the Company on permanent basis. Incidentally, he is also the first internal officer of DFCCIL to have risen to the Board.
While working as CPM/Mumbai in DFCCIL, Shri Rana undertook many policy initiatives in the spheres of RRP & Compensation Matrix for affected PAPs to ensure land acquisition in highly urbanized areas of Mumbai. He is also credited with obtaining a multitude of statutory Environmental Clearances for the project in Maharashtra, which led to timely Financial Closure of Phase-II leg of Western DFC, in partnership with JICA. A Treatise written by Shri Rana on Environmental & Social issues has been widely circulated to various Infrastructure Ministries & PSUs to serve as a hand book for the Project Managers.


Director OP&BD

Shri Vivek Srivastava, has been detailed to look after the charge of Director/OP&BD of DFCCIL since 25.02.2019. This is in addition to his regular deployment as Executive Director (Public Grievance), Ministry of Railways, Railway Board, New Delhi.
He is a Civil Engineering Graduate from Indian Institute of Technology, Kanpur and is an officer of Indian Railway Traffic Service of 1989 batch. He has also successfully pursued law, getting his LLB in 2018.
Shri Srivastava has learned the issuances of Railway Freight Operation on erstwhile South Eastern Railway “the Blue Chip Railway”.  It was here that his knowledge & experience base in handling of activities intrinsic to handling  freight Traffic on Indian Railway, across all commodities and handling of major terminals such as Ports, Steel plants, Thermal plants, Collieries etc. were learnt.
He has had sufficient exposure in operations, commercial and safety branches gained while working as Branch officer on major divisions.
Shri Srivastava has an experience of PSU working also at IRCTC, where he headed Zonal units at Kolkata (East Zone-I & II) & North Zone, New Delhi for over three years.
He has also worked extensively on FOIS and was the keyperson for implementing Rake Allotment System (RAS), a FOIS based software for generating Rake Allotment of Iron-ore in the heydays of Iron-ore export scramble. This brought unprecedented transparency in the allotment systems. The RAS was subsequently extended to coal also.  
He has ample exposure to passenger business also, having worked as     CCM (PM) and as CCM (PS), on Northern Railway with distinguished performance.  


Part Time official Director

Shri R.N.Singh, an alumnus of IIT Roorkee, is IRSE Officer of 1986 batch. He has worked in various capacities in Indian Railways and different PSUs, including as Divisional Railway Manager, Delhi Division. He has wide experience in the field of planning and execution of infrastructure projects and Railway management. His areas of interest include PPP Projects & Strategic Management.


Part Time official Director

Shri Yaduvendra Mathur, presently Additional Secretary (Knowledge & Innovation Hub) NITI Aayog, New Delhi was earlier Chairman & Managing Director of Export-Import Bank of India,Mumbai.
He has extensive experience of the financial and infrastructure sectors and was nominated by GoI to African Development Bank in 2001. He was CMD Rajasthan Financial Corporation, Principal Secretary Finance Budget, Secretary Expenditure, Secretary Planning, Secretary Energy & CMD RVUNL, Secretary PHED, Ground Water & Chairman IGNP. He has also served at LBSNAA Mussoorie from 1998-2001.
An officer of the Indian Administrative Service 1986 batch, Shri Mathur an MBA, has also worked with leading private sector companies.


Part Time Non-Official Director

Ms Shakti Munshi, A post graduated (M.Sc.) in Biology from Mumbai University she also holds a Masters in Business Management from Jamnalal Bajaj Institute of Management (Mumbai University). She has extensive experience in the New Business Development and New Product Launches in major Indian Companies like Reliance Industries & Garware Polyester. She has worked as Divisional Head of Retail Business in Sultanate of Oman and as a Consultant to Norwegian Fisheries Export Promotion Council (Norway). She is sensitive to various environmental and social issues and is involved in encouraging the usage of Solar energy. Currently she is Director at C-Tech Labs Pvt Ltd, a SINE incubator company of Indian Institute of Technology Powai (Mumbai-India) and Partner Alpha Medicus India LLP.


Part Time Non-Official Director

Shri Ravi Mathur, has served in the Indian Administrative Service for 35 years. He has B.Tech. and M.Tech. degrees in Chemical Engineering from Indian Institute of Technology, Kanpur and M.Sc. (Finance) from University of Strathclyde, Glasgow, U.K. He retired as Secretary to the Government of India in the Department of Disinvestment, Ministry of Finance in September 2014. He has served in various capacities in the Central and State Governments. He also has vast experience in the Higher and Technical Education Sectors in the Country having served in the Ministry of Human Resource Development, Government of India for five years. He has also served on the Governing Bodies of a number of technical Institutions in the Country, including IITs and IIMs.


Part Time Non-Official Director

Shri B. Ramana Kumar, is a Lawyer and a registered Insolvency Professional. He is the founder of OvoPax Legal, a Corporate law firm. Ramana’s experience spans around 25 years and was earlier practicing as a Chartered Accountant. He was also a consultant to an international law firm and Senior Manager, Tax and regulatory services with KPMG (BSR & Co), in Chennai specializing in litigation and corporate tax services.
Ramana regularly appears before the Commissioner level and above in Income tax matters, CESTAT and above in indirect tax matters. He also appears before the SEBI, NCLT and NCLAT.
CBDT, in July 2018, appointed him as a Special Counsel, International Taxation and Transfer Pricing, for the Southern Region.
He has co-authored a book on transfer pricing along with the legendary Shri S.Rajaratnam titled “Rajaratham’s Transfer Pricing in International and Domestic Transactions”. He had earlier co-authored books, namely, Corporate Audit Checklist, Documents and deeds and Issues on tax audit . He has also taken several sessions to the officers of RBI, C&AG, Direct Taxes Regional Training Institute, IIMs and other governmental departments on the technical and specific subjects. He has also presented technical papers in many seminars and workshops. He was also an active Lion and has won many District Governors’ appreciation award.
Ramana is also an active photographer and has won many national and international prizes from over 40 countries and regularly holds exhibitions of the photographs he takes. He also takes classes on photography, travel and related subjects. He has obtained distinctions in the art of photography; notably FFIP (Fellow of the Federation of Indian Photography), AFIAP (from The International Federation of Photographic Art, France).
